OSPAR PROJECT STATUS REPORT

COUNTRY: MALAYSIA

Ladies and gentlemen,

On behalf of the Malaysian Government and the Marine Department, I would like to thank the Maritime and Port Authority of Singapore for their generosity in hosting the Second OSPAR Management Committee Meeting, I would also like to extent to my thanks to the organising Committee for the kind invitation to this meeting.

Computer Network System
Like the rest of the ASEAN Countries, Malaysia is equipped with OSPAR Information Network System. The system which consists of hardware and software as per attachment A was installed at the Headquarters of the Marine Department Peninsular Malaysia in Port Klang and manned by the staff of the Computer Division of the Department headed by Mr Mohammad Adani Ahmad, Senior System Analyst.

Measures are being taken by the Marine Department Peninsular Malaysia to collect and update data for the oil spill control as well as to update the system from time to time.

Oil Spill Control Equipment
Ospar Project for Malaysia is aimed at strengthening oil spill response capability particularly in the Straits of Malacca, To ensure fast and effective mobilization, the equipment is located at three locations along the straits, namely Penang, Port Klang and Johor Bahru, and Labuan in Sabah. (As per attachment B).

In carrying out oil spill response operation, vessels and forklifts are needed to mobilize the heavy equipment. We have our own vessels to be used in the operation but we have to hire crane and lorry to move it from the storage location to nearest jetty. To maintain the state of readiness to response to any incident in future, we have made a request for the budget in fiscal year 1997 to purchase a forklift.
